A rip off of the poor, yes, but it's a transaction that is entirely voluntary. If you want to get ripped off, that's your business I guess and don't expect me to defend you from being ripped off TOO much...
It is only a rip off for the poor if the poor buys a ticket. No one is forced to purchase lottery ticket.
