How should the city use money it hasn't had to spend on snow removal?

After spending almost a million dollars in the previous year people should consider it saved or put it back where it came from??

How about, for a change, something innovative with government? Try to "give it back" to the taxpayer, instead of finding a way to spend.

Develop a separate prioritized lists of street repairs and traffic lights. Then, combine the two lists into one by alternating between the two. Flip a coin to decide which list goes first. The trick here is not to combine multiple projects making them too costly to consider as a single list item. How do you eat an elephant? One bite at a time.

Winter is not over--keep what you have till May/ then start fixing the streets and lights if you have any money left--continue to burst the BUBBLE.
